Yes, otherwise your CPU will probably catch on fire.

If you mean a non-stock cooler, then no it's not needed, but it's highly recommended unless you want a lawnmower in your case.

The stock CPU cooler can suffice. It is loud and you cannot over clock with it on.

Of course not. The stock cooler will keep your chip at a safe temperature. After market coolers just help keep your chip cooler, giving it a better life. However they are needed for OCing.

If you dont plan on OCing, something as cheap and good as the hyper 212 evo are almost a no brainer.

Hyper 212 Evo is generally about $25, if you only have $20 the Hyper 212+ is fine as well.
