i3-4150 (3.5GHz) CPU running at 0.73GHz

Hey guys! So I built my best friend Noah a pretty bad-ass PC but we've run into an issue, his i3-4150 (3.5GHz) CPU is running at .73GHz instead of 3.5GHz which is obviously a problem and when we hop into games and really anything other then web browsing we just can't do really anything. I've cleared CMOS multiple times and even went into the BIOS and reset the settings manually and I just can't seem to get it to work. Below are the specs and a snapshot of the task manager and BIOS showing the problem.

EVGA GTX 760 2GB

Corsair Vengeance 8GB DDR3 1600MHz

Corsair CX750M

WD 2TB Green 5400RPM

It is utilized only 8%. Why should it be more than .7GHz? The core speed clocks up when under load and clocks down again when not (also when under load, but with high temps). That is perfectly normal.

I shall demonstrate the principle of this by using a simple single-core stress test, which should result in the CPU running at it's current max. speed. And so it is:

It is called Intel SpeedStep, basically, what it means is when your computer is not in use it will lower its frequency to reduce heat and power draw. Only when your computer needs the performance will it boost itself to the frequency it is clocked at. You can disable this, but I won't go into detail on that. Its really not a very badass PC! Will explain why u cant game on it, an 4460 would have been better for not that much more

That's fine. My E5200 right now is idling at 1.2GHz (old Intel SpeedStep), but when I do anything halfway intensive, it bumps up to 1.5GHz, followed by 2.0GHz, and then the normal 2.5GHz.
