Will a PC run without a CPU?

My 680i board shows -- (NO POST at all) with an invalid/no CPU installed.

I assume it would be the same as if you had an incompatible cpu in a system which I have done before and what happens is the fans spin up and the LEDs come on for a few seconds and then turns off. It then tries to turn itself back on but can't so that process keeps repeating until you pull the plug. 

My personal rig - 4790k 4.8Ghz, Asus Z97 Pro (wi-fi ac), Corsair Dominator Plat 4x8GB, SLI GTX 1080 TI FE, Samsung 850 Evo 1TB, Crucial MX100 512GB, EVGA G3 1000W, and cooled by a hardline liquid cooling loop.

All motherboards turn on and remain on without a CPU.

Ok, So I was having a troubleshooting discussion recently with somebody and this question arose: will a pc run without a CPU? I don't mean will it boot, obviously.. but will it do ANYTHING?

 

My thoughts were that you would get a few seconds of fans and maybe the beginning of the POST sequence at least, but the other guy seemed to thing that you would get NOTHING at all, like if you had no power. I'm assuming that fans run up to full as soon as the mobo gets power regardless of a CPU being present or not.

 

The discussion arose from troubleshooting a dead pc after a power outage, that wasn't related to the PSU. My thoughts were that the mobo was dead, but he said it could have been the CPU, to which I replied: if it was only the CPU then you would get something happening.

 

Am I wrong? Is he wrong? Does it depend on the mobo/cpu?

No. And CPUs don't usually break - if the dead component could be the motherboard or CPU, it's probably the motherboard.
