Why is Windows 8.1 using so much memory?

My non-paged pool is using about 3GB of RAM, my system's memory will literally almost be fully utilized while barely doing anything. Does anyone know how to fix this? I just got Windows 8.1 one of the reasons being because it is less memory intensive than Windows 7.

My pc uses 2.8 with steam and chrome and skype and torrents on. So it's a you problem.
