I just...give up

I did once before, but it didn't do anything.

Did not do anything, what do you mean it did not do anything? So you mean the card works fine on the 2nd PCIe x16 slot?

I doubt AMD will run a exact same setup with the card. Most likely put it on some special machine and then see if all the function of the card works or not, that is unless OP specifies what his problem was, to the RMA Dept. Then again it's a consumer card, so they probably won't bother with it, unless it's their workstation card. Unless OP has write down his original card number before the RMA, there is no way to tell if the card he got back in return is the original one or a replacement. If it's a replacement and it still does the same thing, then it could be his motherboard.

This card you got back, is it the exact same card you've sent to RMA or a different card? Did you write down the serial number for the original card that you have? If it's your original card, then contact RMA and tell them to send you another card. If this is a new card and it still does the same thing, then it could be your motherboard. Do you have another computer it test it out?

No, it is the exact same card. They said it worked just fine so they sent it back.

I do not have another computer, I would have tested that right away myself.

Perhaps its the powersupply? i looked into it a bit and apparently the recommended wattage for the 290 is like 750 watts. YOu could try downclocking your CPU (to reduce the wattage load on the system) and remove everything but the boot-drive and see if that helps?.. just my two cents

Impossible because the 750 watt recommendation is merely to prevent people with shitty powersupplies not having enough power.

The r9 290 uses 300 under load, leaving 300 for the rest of the system, more than enough.

Yeah but I seriously doubt it, because it is still a decent PSU even if the series is not the best.

It's not about the wattage, it's about the components used in that PSU. Since there is nothing you can do now, because you don't have any spare parts to test it out, then bring it to your local computer shop and have them test it out for you. Now if they test out the card and it works on their computer, then it could be your board, Psu, or possibility something with your Eyefinity setup that is causing the problem. I would still suggest that you contract Sapphire and tell them to send you a new card.

Corsair CX series psu as a whole is fine, so the likely hood of the psu being the issue isn't any higher than the mobo.

It's not about the wattage, it's about the components used in that PSU. Now if they test out the card and it works on their computer, then it could be your board, Psu, or possibility something with your Eyefinity setup that is causing the problem. I would still suggest that you contract Sapphire and tell them to send you a new card.

No the eyefinity thing was just made and disabled once, and that was it, I never use it.

I will have to send my card to Sapphire in order to get a new one right?

Does the CPU run off the 12v rail or does it use the 5/3v rail? From what i've read it looks like the CPU runs off the 12v rail

The CX600 is rated at 46A on the +12v rail 550w~. 

 

Cpu is on the 12v rail, his psu isn't the issue. A CX600 is fine for an R9 290 setup.

The wattage of his psu isn't the issue. 

 

Whether there is a potential fault in the psu is another story -- but I'd still say that the motherboard is more likely to be the issue than the psu.
