A, literally, cheap-o PC?

Hey guys.

I currently need a PC because our company (not MY company, but the company that I work on) will hold an early Christmas Party (December 5, to be exact) and they will hold an exchange gift thing. Apparently so, the rules state that the gift should not be lower than $150 (the company doesn't even pay that much) and they gave us the chance to choose what we will give. The guy I chose really needs a new PC, probably not for gaming, but for simple word editing and internet browsing, so I need a $200 PC. Any suggestions?

Jeff's (The guy I chose) PC Specifications:

CPU: Intel Pentium III Processor, 866MHz

RAM: 128MB PC2 RAM

HDD: 40GB Hard Drive, IDE Interface

GPU: ATI RAGE XL

OS: Windows XP Professional

Other Things:

Ethernet Card

Floppy Drive

Disc Drive

Has a Ph.D in Nothing and does not speak Chinese, Italian or French. (aber ich kann Deutsch sprechen)
