Will I need a the 5820K CPU over the 4790K CPU? I will be playing modded minecraft while hosting a modded minecraft server at the same time.

I'd suggest investing in a separate computer for hosting your server as they use a large amount of a computers resources and can easily be slowed down from other programs running.

No you do not. You only need an i5 for no bottleneck server hosting.

How many people do you intend on having on your server, and what is your internet connection like.

 

Instead of paying extra for a more powerful computer, you could rent a dedicated server. I think multiplay.com and MCprohosting have some pretty reasonable prices for their servers. I know MCprohosting even lets you upload your own map.

I'd strongly suggest a dedicated server.

Dual LGA 1366 supermicro motherboards are less than 200 dollars on ebay, and x5650's are only 70 dollars. I'd recommend looking into that if you don't mind buying used

 

Edit: By this i mean building your own. IMO it's not worth paying for hosting

you do not really need it  , but the 5820K is amazing , get it and OC the F out of it , it will not disappoint

I still say you only need one computer. I play a 33 modded minecraft and host it on the same computer on my i5 4430 and still get good fps of 75> and never exceeds 80% cpu usage.

 

Also I recommend to get 16GB of ram to play and host the server
