Older consoles could run linux, but the newer consoles architecture isn't compatible with windows/any other OS atm

If you have a PS3 and a hardware flasher, get an CFW and use OtherOS++

And no, they wouldn't make for good budget builds. You can buy similar hardware as a PS4/XB1 for the same price as one of them, or in some cases cheaper depending on the deal. They both use a style of the AMD APU.

My OG XBOX runs a very very basic Linux kernal, modded and runs games off a PC HDD inside the console..

You used to be able to run Linux on PS3's before Sony took the capability away due to security concerns on PSN.

technically the xbox 3 (aka Xbox One) is running a skeleton version of windows 8 under the hood, and both it and the ps4 are x86 architecture, so its possible. but, I think it would require more effort than it would ever be worth to throw windows or linux onto the latest consoles. it would be more worthwhile to empty out the components of a console, and build a mini-itx system inside - to fool people into thinking you installed windows/linux on a console.

You still can with flashing custom firmware. I do that on a second hand PS3 that was given to me. Plopped in a 750Gb HDD and its now running debian, acting a simple media player/server in my room.

 

Of course with custom firmware you can also download .iso of game disks....
