If you live by a Microcenter store and can pick up the G3258 and MSI Z97 PC MATE motherboard for $99, this is a great pc for the money.

Of course.

AMD cards are dropping substantially. You can pick up 280's for around $150.

I'd suggest your friend look at the games that come with some AMD cards. If a couple of them interest him, then deduct the $20ish per game it'd cost to buy them from the price they're asking.

Then you'll get what the card would be worth.

 

For instance I want Star Citizen, and it's a game that comes with the $230 R9 290. Since I was going to pay $40 anyway, the card costs more like $190 to me.

...at least, that's my justification. :)

Well, if your friend is amenable to the notion, suggest a more expensive one. R9 270 is a touch of an improvement, also look at R9 280 and the GTX 760. "Console Killer" implies gaming performance and nothing else, therefore if more can be spent on the GPU, then more should be spent. Check ebay and other likely haunts for second hand GPU's and see what pops up, might be something fucking amazing. Don't forget to look for AMD HD 7950/7970s and GTX 670/680s as they may also be damn good value.
