At this price point, can you beat the pre-built?

So, I need a computer that can play older games (think fallout new vegas, garry's mod, sky rim, mw2, ect.) and has a windows license for <$400, and not one penny over. I am looking that this pre-built asus: http://www.newegg.com/Product/Product.aspx?Item=83-220-777

 

At this price point, can you guys beat this things performance? Please leave a pcpartpicker list if so. (Also, mail-in rebates are mostly scams in my experience, so please do not include those in your price)

P.S. I'm not willing to screw around with G2A, as I sorta doubt it's legality. I wanna just by windows legit. m'kay?

The one you linked is refurbished, what are you trying to do, I bet I could make one for under 400. Just need to know your goal for it.

You always buy used parts off the forums. Something like a R9 270 would be great for the prices you can find them used.

Use Windows 10 Preview for now and save up for the full version when it comes out.

Diablotek as a brand is stereotyped to be bad lol, but that PSU will be enough to run a GTX 750. Diablotek aren't any worse then the PSUs that come in many OEM PCs
