I assume that it will be cheaper if upgrading since they want people to switch over, and if not I know my mom will be getting around 30 copys for her work and hopefully I will be able to grab a copy or two!

If Windows 10 is a free upgrade for 8.1 users then sure! If I did have to pay for it perhaps through an upgrade program, $30 is probably going to be my maximum.
