I was deciding on these to RAMs one is Corsair Vengeance Pro  and the other G.Skill Ripjaws X.

for 16GB with 9 CAS, both 2133Mhz

Corsair Price 274$

and G.Skill 199$

price does'nt matter but i was just asking through experience which brand is better than the other.

Brand doesn't really matter. Similarly spec'ed ram will perform identically.

as long as they both have heat sinks there is no difference tbh

Ram heatsinks are for the most part just for show since sticks usually don't get that hot.
