Ermm...on. That's why it exists. I don't see any advantage to having it off besides maybe cooling but then why not just buy a test bench.

who leaves them off? I only remove mine if I'm cleaning my PC, upgrading parts or showing it off/

On, I filter my intakes for a reason. If I left the side panel off that would be kind of a moot point wouldn't it?
