Earn badges. I'm trying that too. Level 1 isn't cutting it for me.

I believe you can raise your level by participating in the seasonal trading card system. You can also raise it by buying more games, which is how I'm level 3 without a complete card collection and barely any playtime.

You could always play free games, get a complete trading card collection, and then sell them.

But that'd be a alot of work just for bragging rights. xD

every 5 levels you also get an increase in the maximum number of people on your friends list.

The only part that I know of is that at level 10, when you get a card from a game, there is a chance it is a foil (sells for more). I used the trading card system to get to level 10 (by selling cards, then buying the rest of some sets I had) and now just sell all the cards I get and use the money to purchase games on sale. I think I've gotten about $15 and 4 games out of it.

You can only raise your steam level effectively by creating badges. You create badges out of trading cards. While you're playing a game a trading card can drop in your steam inventory. You can see on the store page or the badges section if a game has trading cards. Usually you get 50% auf the needed trading cards to craft a badge. To get the rest you can trade or buy them directly out of the market place. Furthermore you'll get 1exp per game you own and 100exp for each year your account is active.

I'm level 34 and I've never invested a single cent out of my own pocket. I advanced by selling the cards that are quite expensive. There are cards which you can sell for 20ct and buy others for 6ct. Even some backgrounds or emoticons can be pretty expensive. People pay for that, I can't tell you why but they do... Why someone pays 8€ or even more for a emoticon is far beyond me. And then there are foil cards which you can sell for even more. The special cards during the summer/winter sale are easily worh 30+ct atleast in the first week and slowly loose value when the sale comes to the end.

So you see, it's quite simple. Even if you don't care for the levels I'd still sell every card. If you buy a game on steam you can pay partly with your steam wallet. If you're into indie titles that means sometimes you even get the game for "free" when they are on discount and your wallet covers the price. Some people even started a trading card business. Usually they offer cards 1:2. So their library grows and grows until they have a massive card collection.
