Is 4gb VRAM necessary for dual monitor setup?

Short answer: No, unless you plan on gaming on both at the same time, which is not recommended because your crosshairs are obscured by the bezel.
Long answer: Windows takes some VRAM, but not enough to justify buying a new card with more. If you're downscaling or playing something like Skyrim and you're running low on it, then disable Windows Aero.
