1300 Euro is an awkward number as it's in between tiers. If it was €1500 I could recommend a GTX 780. Instead, you'll have to do with a Radeon 7970, and then possibly upgrade next generation. Not that it will matter to you much in terms of gaming settings yet. You should not compromise on the CPU, a 3930K on a 2011 socket is the minimum you should shoot for at your budget. You may want to add two more RAM sticks later, and buy an SSD later, but overall this is mostly a complete build (minus monitor and peripherals.)

If you decide to not get a 2011 socket CPU, you should adjust your budget to €600 as otherwise you're guaranteed a bottleneck.

Personally, I tend to treat a budget as a max limit; if you can get away with much less (factoring in $/performance gain), then I'd opt for the less expensive option. FloRolf's is a great starting point and will last you for a good while.
