how big of a difference is there between 9 vs 10 cas latency and how hard is it to lower 10 to 9 this is the ram i was thinking of getting http://pcpartpicker.com/part/kingston-memory-hx318c10f8 i'v heard many people say the kingston hyperx ram is good but is the fury good and how good is kingstons customer service ?

not much, but lower is better. I think you can calculate 'actual' latency with (cas / clock).

you can usually drop cas latency at stock clock, maybe by adding 50mV (e.g. 1.5 -> 1.55)

not sure on customer service. most ram is backed with a lifetime warranty though.

DDR3-1866 - CAS8 8.6ns

DDR3-1866 - CAS9 9.64ns

DDR3-1866 - CAS10 10.71ns

Lower is better.

Here's a Cas 8 1866MHz kit for practically the same price: http://www.newegg.com/Product/Product.aspx?Item=N82E16820226502

Yeah but 1.6v is too much and cant really oc it . I would prefer a cas 9 with 1.35 voltage for more oc

Then run at 1.6v because that's what they are needed to run at to be Cas 8 stable. Cas 9 kits are still going to be 1.5v. If you are running memory @ 1.35v you are undervolting them. As far as these kits go the one I linked above, they overclock to 2400MHz @ Cas 10 @ 1.6v. So you aren't doing better than that in terms of overclocking starting at a 1866MHz kit.

Yeah, they do 2000MHz @ Cas 9 @ 1.6v

They even come with two XMP profiles, one at 1.35v and one at 1.5v
