Make sure all your drivers are up to date, then restart and try again.

open regedit and navigate to:

HKEY_CURRENT_USER\ SOFTWARE\ Policies\ Microsoft\ Windows\ Control Panel\ Performance Control Panel

 

In the RHS pane, ensure that the value of PerfCplEnabled is set to 1
