My budget is max 23 hundred and I want the 16 gigs for editing and photoshopping and rendering while gaming is it still too much?

Will you really be rendering AND gaming at the same time? I would recommend sticking with 8GB of ram for now and seeing how well that does for you. If you find you really need more ram, it's as easy as just plugging in some more.
