Which would you choose for a budget, gaming build? Why? Does the MHz matter? And what is CL9?

For gaming 1600mhz is more than enough and Cas latency of 9 is good for that speed of ram.

Depends on your motherboard, it will say if it has dual channel preference, most of the time just go for dual channel memory. Id go corsair just because of the look :) i prefer how they look.. Theyre alot nicer than the kingston, and 1600Mhz is alot better than 1333 , but there isnt a significant difference between 1600 and beyond..
