Ive had this strange ''not problem, but its bothering me''.
When i press the start button on my case my pc fans and everything turns on like normal. but after a few 1-3 sec it just turns off. it stays off for like 1-2 secs, and then automatically boots again and everything is normal. This did not happen on my old PC (changed motherboard, cpu, cooling, case). Is this normal or could it be a problem?

Check your BIOS settings, if you don't see anything weird, reset the BIOS settings, but take note of all your important settings. (Overclock, etc...) If BIOS setting reset doesn't work try a BIOS update.

It's probably alright. When POSTing and in BIOS your fans run at max speed by default. When windows takes over control of these components it slows them down to a proper speed considering the temps of the hardware. Does the fan speed drop inbetween the POST and windows start-up? if so it is most likely fine.
