I'm planning to overclock my 3770k to around 4Ghz, but I will trash the stock cooler that comes with it, and want to purchase an aftermarket cooler (air or liquid, doesn't matter) for around 50 bucks. Any suggestions? And also, is 4GHz a realistic aim for a 3rd gen. 3.5GHz processor? Thanks.

4GHz shouldn't be a problem, the 3770K running at stock will turbo up to 3.9Ghz anyway...  you could even get away with it on stock cooling if you really wanted to, you won't even have to increase the voltage.

The cooler master Hyper 212 EVO is a good cooler that is capable of a mild overclock. If you want to go more extreme the noctua nhd-15 is a good choice.

beQuiet Shadow Rock 2 would fit your budget. Also, like @simtransporter said, 4GHz is nothing. 4.5 should still be easy.

5.1GHz 4770k

Enermax ETS-T40 is probably your best bet at this budget. There is also a white and black with blue led version if you like.

It all comes down to the silicon lottery, the average 3770k can achive about 4.2 GHz with an air cooler of this performance level. You might get more, you might get less, there is only one way to know for sure: Try it! ;)

Just get the 212 evo, you should be able to get about 4.2 out of it with that cooler I think.
