Red LED on the graphics card? Check that the plug is fully inserted.

 

Red LED on motherboard? Check if it's CPU_LED or the motherboard LED.

red led on the motherboard, its under boot device led

yeah but the CMOS just stores BIOS information, no?

i would think this would be a bit more of a hardware situation

 

but regardless, it's a possibility

Well if the solution is to clear the CMOS, if you can't find the pins then take out the battery.

can you give us full specs then? (and maybe post it in the OP)

850w g2, tri-x r9 290, z97 pro motherboard, i5 4690k. These are not the only components i have just the ones plugged in to each other. Also the fan on the stock heatsink is not spinning

Do you have a hard drive with an operating system connected and powered? Because you said "boot device led"...
