Ah ok. Then you have to press "delete" to get into the uefi/bios. If not, thats probably why the led is lighting up. Because your pc cant find an operating system to boot.

 Also the fan on the stock heatsink is not spinning

 

Uhm .. I don't know guys , maybe but maybe this might be the problem ?

 

Try put the fan header again or in another header . I'll take a look in the manual ..

 

Did you connect all cables from psu to motherboard ?

I've connected all the necessary cables. The fan header is in the cpu-fan header

There are 2 led under boot device , oled2 and tpu led . What it says on the q code ?

Ok , you still didn't told me what led , the 99 error is because some part failed to initialize , it's either because is not properly connected or lack of power .

 

Go check every part and then check the tpu switch , it should be all the way to left .

P.S. : B4 is caused by an usb hot plug , so unplug everything and if it works try just with mouse and keyboard .
