I would love some advice on a CPU cooler and just general case fans.

I build a new pc recently, and didn't get any extra cooling. I got a fractal design define r4 (http://www.fractal-design.com/home/product/cases/define-series/define-r4-black-pearl-window) and for CPU I got an i5 4690.
Should I change out the stock cooler on the CPU? If so, what would be better, water or aircooling? And which cooler?

I'd like to get some extra case fans too. The fractal design case has 6 fan positions, with 2 silent series r2 fans included. I don't know anything about fans, so was wondering what fans are good, but not too expensive.

If you want to spend little, the hyper 212 evo is a great cooler for $30

If you want to spend more, get a noctua NH-D14 or D15, it performs very well.

Is your CPU the 4690 or 4690K?

 

If it's not the K version, not much point in putting an aftermarket cooler on it

The stock cooler will be just fine if you are not overclocking, if you are you should be able to get a slight overclock with the 212 evo from Cooler Master but don't go to crazy with it :) Silverstone's Air Penetrator series of fans are great for the money.

I wouldn't buy anything worth more than a 212 EVO for the CPU if it's isn't a K version, or even if it is if you're not going to OC. Cooler and quieter is always better.

 

If you live somewhere with an e-tailer that sells Cougar Turbine 4 packs, I'd recommend them. Especially when on sale. NCIX puts them on for $20, best $5 fans.

 

More premium fans I would recommend are Cougars CFV12HPB & Enermax's TwisterPressure.

 

As for the LEDs, I'd recommend just getting strips of them. I lack any idea of which brand is best though, I dislike LEDs to the point I won't even plug in my power or HDD activity LED.

I'm with guys saying get 212. If that really isn't K-version, you would only want something better looking and quieter. 212 is enough for that. Do not even think of D14/15. They are really overkill for you and you get almost as good performance with smaller and cheapers coolers.

 

As for fan setup. I'll be soon building into R4 and will go for 2-1 setup with 2 included fans as front intakes and 1 140mm fan as exhaust (Bitfenix Spectre in this case). You could also go for 2 in, 2 out or 3 in, 2 out. These depend on how hot your components get under full stress.
