PCpartpicker is the bes, yes. You just put in what parts you want and it'll show you the best pricings for each part and sum everything up.

Were you looking for a solid build plan to start off with?  If so, take a look at this:

Motherboard: Asus Z97-A ATX LGA1150 Motherboard  ($144.98 @ SuperBiiz)
Storage: Samsung 840 EVO 250GB 2.5" Solid State Drive  ($109.99 @ Amazon)
Video Card: Gigabyte Radeon R9 290 4GB WINDFORCE Video Card  ($349.99 @ NCIX US)
Case: Corsair 500R Black ATX Mid Tower Case  ($109.99 @ NCIX US)

If you need to factor an OS into the cost, the build will be ~$100 more.  You gave a wide price range so I made a build that is about in the middle.  If you need help expanding or shrinking the budget, give me a shout.

i5 4670k (can OC to 4.4Ghz) - Hyper 212 evo w/ AC MX2 - XFX Radeon R9 280X8GB ADATA XPG V2 DDR3-1600 - MSI Z87 G41 - Corsair CX600M 600W PSU - 1TB HDD - 120GB SSD
