Well it's either:

 

update GPU 1st

or 

update CPU + MB + RAM

 

If you're planning to get a whole new system, I'd get the GPU 1st.

That way you'll see an immediate difference in game performance.

get a 660 or a 270 GPU. I don't know if your system can handle more. if you're running a resolution below 1080p, than a 750Ti will be fine. Not much point to upgrade anything else, except maybe storage or ram, without upgrading everything.

Upgrade everything, but first the GPU, and do not get a beefy one or the CPU will bottleneck it ;)

 

If he's going to upgrade the CPU later, why not get a beefy GPU. Even if it gets bottlenecked at first, it will be worth it in the long run.

I would go with the GPU. The CPU is plenty for a few years more. I still got one running with a R9 280X and no bottlenecks.
