I am trying to make a PC on the cheep so i was thinking about getting a Refurbished Hard Drive there is a $20 difference between  the  refurbished and open boxed hard drive. could i trust the refurbished hard drive.

Depends, if a company like WD is the one that refurbished the drive then I would think about it. If it is something like what some eBay sellers list as refurbished then I wouldn't even get close to it. I know WD refurbished hard drives are sometimes simple repairs like broken sata connectors.
