I thought it was common knowledge that binary is base-2, not base-10 of humans... And you have other partitions sometimes...

Apart from the difference between decimal and binary there is always two lots of overhead due to formatting. One is from the low level formatting at the factory and the second is from the space lost setting up the file system you use be it fat, fat32, ntfs zfs or whatever.
