Yup that'll overclock but make sure you get a decent cooler to go with it.

It still depends on how high the chip can handle the clock rather than the board. You can take an RoG board and a chip that can't clock higher than stock and the board still won't make a difference.

 

Do note, a terrible board can't OC a cpu either, but you shouldn't be buying a terrible board in the first place.

That's not what FSX was referring to, when it comes to overclocking the overclocking performance will be based on what's called the Silicon Lottery. Every chip, even two that are exactly the same will perform differently when it comes to overclocking due to the differences in the silicon the chips are based on.

Although Devil's Canyon chips are apparently supposed to be able to consistently overclock better compared to chips in the past.

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.

The silicon lottery still applies, ask @Lanoi his DC chip OC's like crap.
