Your lawnmower ?

 

Cheapest watercooler ? Cheapest cooler air or water ?

 

 

If the answers are "my CPU" and "cheapest cooler whatsoever" , then

It really depends from case to case. Compatibility, noise levels, heat, budget, ...

Depends on how much you want to spend. That is the cheapest option, but may not do what you want

What CPU? Matters. Some are allready at 4ghz. Some are at 2ghz. What is the height restriction?
