Not PhysX. It's mostly just a library for things like water animations to use in a game rather than extra effects like PhysX does.

No, it's like blender. It displays physics like a game engine. Something like that is usually used to show how something could collapse, or just for fun.

It is used in games, look at the wikipedia page for it. It's not used like PhysX is in games however. Mostly things like water animations or ragdolling.
