If there are no active programs in the Task Manager, then it could be a malicious low-level service. Have a look at what services are enabled in Task Manager and msconfig.

Well the latter half of that sentence isn't true, open task manager and look for processes, see what is using the CPU.

have you done some dodgy downloading?

Don't use task manager, use resource monitor, and take a screenshot!

Download AVG and do a scan

It's most probably a virus

Post screenshots of a scan

Remember to be a good citizen and choose a 'best answer' when your problem has been resolved!

(that way people know when a problem's been resolved)

My CPU is at 100% load and there isn't a single program is running :3

I'm doubting this is true (who puts a :3 in the end of a problem?)

Not Programs running in Task Manager.

PROCESSES running.

There is a "Process" tab in Task Manager. Look at that and sort by most CPU usage.

Do as @-rascal- said. You could also use sorting by ram since whatever uses CPU uses also high amounts of RAM. And ram usage stays while CPU usage might fluctuate. And will you please post screenshot? Last time I saw thread like this, the user had mining programs going on.

Most of the time this is due to the Processor Minimum state being set to 100%. Normally it is at 5% but sometimes windows has a mental break down or hiccup and just changes it to 100% after BSOD or power outages.

 

Do the following...

 

 

1. Go to Control Panel>Hardware and Sound>Power Options

2. For which ever Preferred Plan is selected, click Change Plan Settings

3. A new window will appear click on Change Advanced Power Settings

4. Another window will appear, scroll down to Processor Power Management and expand it

5. Expand Minimum Processor State

6. Change from 100% to 5%

7. Click Apply and then restart your system.
