I think the 4ms difference is too much in FPS gaming.

No it's not you will never notice the difference a blink is slower then 4ms

Yes refresh rate matters if you are playing at a locked 60 fps on a monitor that has a 60hz refresh rate then that's fine. But if your playing above 60 fps you will get sluggish motion because you will be seeing the same frame twice. If you are looking for a new monster or just want to see a demo of what I'm talking about here's a link to a Asus monitor with a 144hz refresh rate

1ms is an overdriven figure, with that software switched off it will be 5.

 

5 is fine, worry more about checking out your panels on tftcentral or prad.de for their input lag/display latency if you want to game on FPS as that's the important number.

 

If you see a contrast ratio wildly above 1000:1 ignore it, if you see pixel response times under 5ms for a 60hz panel ignore that also, the are box candy and nothing more.
