what is the best cooler for dead silence?

what is the best cooler that i can buy for absolute dead silence? i have looked around, and have been able to hear every cooler i've had. thanks

Dark rock pro 2 or 3, check the specs for which is quieter.

A custom loop with enough rads to run the fans at 600-800 rpm.

haha yeah, the only thing bigger would be a windmill. and it looks like it blocks the first if not all the DIMM slots.

A water-cooled mid-tier gaming PC.
