It turns on when under load but also when it gets too hot. What are you using to monitor your PSUs temperature?

How do you know its hot?

It'll turn on if the PSU gets beyond it's maximum rated temperature (which just means that corsair deems what you think as "hot" as safe enough for the PSU).

I just feel the back of the psu gets just really hot my case is m atx so theres like no air flow what so ever

The fan will turn on when it needs to. Judging temperature by touching is absolutely not accurate.

If you are really concerned put a temperature probe on the PSU and measure the temps properly.

If you PSU's intake is sucking air from the bottom of the case, make sure fan filters are clean and that your case is not on carpet so it gets airflow.

Where would the switch be??

The RM series doesn't have a switch it just has a temperature sensor the kicks in the fan once the temp is reached, I wouldn't worry cause this has been a feature in a lot of PSU's.
