I was told to use 99% but I am seeing around the internet that really 70% can be used.  It is said it takes longer to clean with 70% and you need to let things dry longer before putting them together again.

Too many ****ing games!  Back log 4 life! :S

All that the % means is how much alcohol is in the solution. 99% or 70% really makes no difference for cleaning, except for the amount that you need to use. Obviously you would need to clean with more volume of 70% to apply an equivalent amount of alcohol to the surface as you would have with less volume of 99%.

 

EDIT: Having to use less volume of solution is safer for your parts (less likely to spill it on stuff), so 99% is just... better. But with 70% or 99% the chemistry is the same it will still do the job just fine.

thats not the issue with lower percentages. Lower concentrations of alcohol means more water. The reason 99% is ideal is that you can pour that shit over all the components and not have an issue....the same can't be said for water.

I've used 70%. It's not the best thing you can use, but it works just fine. Just make sure that it evaporates completely before installing thermal paste/heatsink. Also, try to do a dry rub of the IHS with something like a microfiber cloth to make sure that you removed all of the water and gunk. I've heard from some sources that the 70% alcohol can leave a thin film of residue on the heat spreader, which is why you would want to rub it off with a microfiber cloth.

Ah why not? Come to Ireland and have some Poitín. The illegal stuff (i.e. most Poitín) is usually up around 70% but there is no proper testing so who knows what the hell is in it. Comes in a unlabelled clear glass bottle and boy does it blow the bollocks off you. :D

I use 93% alcohol to clean off chips and stuff... you can get this in any pharmacy store.
