That is indeed your GPU drivers.  As for what else you might need, you may find an application such as GPUtweak, Afterburner, or PrecisionX helpful (programs that allows one to monitor the thermal conditions of teh card as well as overclock it), and Nvidia has a game engine out there too (The name escapes me at this time, but your drivers installer would have ased you to install it. It is useful for gamestreaming and keeping teh drivers up to date).

Yes that is the drivers. Hopefully you downloaded the correct one for your graphics card model :)

If you want the shadowplay, game optimisation, streaming features, etc... you need to download GeForce Experience

The quality of the user interface has little to do with the quality of the underlying software. Nvidia has not updated their interface in a while, but iirc has AMD and Intel. The functionality of the GPU driver is paramount to its appearance. (basically, if it were CLI only, it would function the exact same.)

I think you are kind of missing the point here. For the vast majority of users, the GPU driver is accessed 1 time or less. For gamers and power users, maybe closer to 2 times per install (aside from SLI tweaks or messing with CUDA or Physx settings).  It would hardly be worth the $$ in manhours to make it look good. (Also, take a look at Geforce Experience to compare teh user interfaces. It looks a lot more modern and functional).
