fps is locked

My fps for Black Flag is pretty much locked at 30, it does dip to like 27 but not that big of a deal. No matter what i do to the settings my computer thinks 30 fps is the sweet spot,

 i do have a pretty decent gpu (gtx 760), but a bottlenecking cpu (athlon x2). Im wondering if theres something wrong with my game or do i just need a cpu upgrade?

turn vsync off and make sure you have no recording programs that are locking you at 30

Turn off vsync, You definetely need a cpu upgrade :)

That Athlon is definitely holding you back. You might also have V-sync on which locks your fps to either the nearest factor of 15 or 30.
