Is this a notable overclock for ram?

Well currently I am 100% stable but I can try turn them down. Also with the last timing what does it do? I didn't try changing it cause I didn't know what it did. 9 10 10 30 1 <-- this last one

It is the command rate of the cycle. The lower the number the faster the cycle, so command rate or 1T gives a faster cycle that command rate or 3T. If you left it on auto well that is fine but if you really want to get the tightest RAM OC you should dial it in. The different is like milliseconds but it is a difference.

If your RAM's XMP is dialed in at 1T then most of the times your OC will be stable at 1T.

Dont change it, leave it at 2, changing it to 1 will only cause stability issues but not have any significant performance impact.

oh ok

Then try 2T first but you can also use 1T and 3T if 2T is not stable.
