The Y splitter goes into the CPU block and then your fans plug into that.

The fans plug into the cable or the block?

Alright so you should have a 3 pin fan cable with a SATA power cable attached to it, plug the 3 pin into the cpu fan header on your motherboard and the SATA power cable into your power supply. Then plug in the Y cable and plug the fans that are on your radiator into that.
