I would like to have blue sleeved cables, but I don't know how to sleeve cables and I don't really want to take the time to do it.  Would I be able to use cables like these with a modular power supply?

You need to use sleeved cable extensions. These plug into your current cables coming from your power supply, they do not go directly to the power supply. If you want sleeved cables directly from your PSU you will need a corsair power supply with their custom sleeved cable sets.

I don't have a psu yet, I'm figuring out parts to build a computer right now.  I don't really want to spend that much on the cables though...

I don't have a psu yet, I'm figuring out parts to build a computer right now.  I don't really want to spend that much on the cables though...

They are a big set of cables, all sleeved (heatshrinkless), with high quality, extremely good for the price.

However if you just want extensions you can save a good couple of bucks there.

If I just get the extensions then, I wouldn't necessarily need a modular power supply, right?

You wouldn't need it. The extension has, for example, a female 24 pin, about 20cm long that ends in another 24 pin. It goes like this PSU->PSU Cable -> Extension -> mobo

Right, you won't need a modular PSU.
