yes and yes you can save up on ram price with getting 8gb ram you wont need more than 8 for gaming

You'd only need 8gb for gaming. And 750w PSU will have enough juice for 2 R9 280x's.

Sure can I have the same PSU running HD 7950's in crossfire (basically the same card) and it is running perfectly

Swap the psu for something better. The EVGA supernova g2 if you can get hold of one. As already mentioned, you can drop the ram down to 8gb, which is enough for gaming. You could also save on the cooler by going for an air cooler.

Here is my suggestion. $150 cheaper. Better GPU, Better CPU (these things overclock like beasts I read), better HDD (a black drive isn't needed unless you read and write big files very often to it, for gaming, it has no use) same case and worse CPU cooler and RAM. The RAM is actually fine, it's just "less" wich is why I call it worse.  

 

You have a few options left to do here. Get more storage space. I would recommend a 2TB HDD and a 256GB SSD.
Or just get 16GB of RAM now.
