I am planning to buy Outlast from there and it's listed in dollars I was wondering if their codes can be used globally?

They list prices in dollars on purpose, you pay them in dollars to avoid bullshit like having to pay 20 euros for a 20 dollar product. Exchange happens automatically.

GOG is international and they don't give codes their games are downloadable from the site with no client.
