Accidentaly edited my post, wow... lol.

If I'm bare footed on a hard wood surface and my PC case is on a wood surface(kitchen table), can I just put the alligator clip inside my case on a metal part with the antistatic wrist strap?

No PSU or anything

Yeah you can and it would be fine, but really the only surface you have to worry about staic elictrcity is Carpet. Wood, tile and ceramic floors do not conduct enough static elictricity to worry about damnging you PC compnents.

Well, there's still a chance... Static electricity still builds up without any motions.

I've seen videos and tested it myself... EMR Meters can prove many things, hahah. Energy builds up even if you're standing still doing nothing.

My floors are carpeted, and i never discharge myself before touching electronic parts, i have never had a single bad thing happen.

Only thing i would not advise is to open a CRT TV and touch the internals, i was lucky i survived :(
