If you can get one. Especially when overclocked, it beats reference 7950s.

 

Otherwise 7870.

660 TI from MSI. 

1.  The 660 ti is a lot worse than the 7870 xt (which is $80 less) and the 7950 which is equivalently priced.

2.  His budget was $100-$200 not $300.

 

The best card in that price point would be a 7870.  Though I would recommend saving $20 more and buying a 7870 xt (price of a 7870 but performance of a 7950).

Almost everyone that posted totally ignored OPs budget of $200 max. Being that the OPs budget is max $200 I recommend an HD 7850.

I'd say a 7870 is your best bet at $200 (you can get an XFX for $209.99 after MiR).  Then again, you could find a GTX 580 for around $200 as well and its slightly faster than a 7870 but uses way more power and can get hot...

 

 

EDIT - Actually it looks like 580's still run around $250 or so...

7850 and 660 are pretty much the same price. The PNY 660 on Newegg is down to $180 on sale right now, but most are $190-$200. It depends on your needs between the two I think. If you do anything with 3D modeling and CAD, then go with nVidia. Otherwise, AMD has a healthy 256-bit bus and, as shallow as this will sound, an excellent gaming bundle included.

Well that's quite allot of money for a used GPU that gets out classed buy brand new GPUs that are all around better and brand new for same price plus free AAA games.

Your best bet is a 7870, XFX currently has one for 211$, XFX has very good customer service & this card has life-time warranty, you just have to make sure to register the card within 30 days of purchase.

The Sapphire 7770 is a good budget gpu imo.

For less than $200, I would look for a used GTX 580 on eBay or something.

do you always type the first thing that comes to mind without thinking? 580 is 25% faster...if you can get one for cheap on ebay it's well worth it. A 6970 would also be a good choice. Why buy a new gpu when you can get an older generation chip that performs better?

XFX are trash: custom pcb's with cheaper components. Often they get rid of voltage regulation (my 5770 has the vreg module removed).

You can't even get a used 580 for $200 LOL. Plus for $211 you can get a 7870 brand new plus three AAA games. That's not a pity at all but buying a used GTX 580 would be a pity.
