Budget (including currency): ~$800 USD

Country: U.S.A.

Games, programs or workloads that it will be used for: Marvel Rivals (maybe), Genshin, ZZZ, God of War Ragnarok, Modded Minecraft, Wii/NS emulation, and light streaming

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): Coming from a console, I'm used to 1080p and 1440p with no desire to reach for the skies with 1440p gaming.

I wanted to know if this was a good beginner build and if anything could be altered. I'm not sure if I want to go over $800.

What matters most in the build: I wanted the build to be small enough to be somewhat portable, and not giant like some ATX builds I've seen in stores or online. I'm not sure if the case could fit all of the parts, but if there's something similar that's more compatible with the parts listed, I'll be more than happy to substitute it.

Just poking around, it looks like the GPU should fit. Max length is 400mm for that case. The case also supports a 240mm rad, though those tubes are gonna be a nightmare to deal with.
The power supply seems suspicious. The best Powerspec PSU on the Tier List is Tier C. I'm not familiar enough with SFX PSUs to recommend anything to replace it though.

I will ask, how much have you researched about the nightmares inherent in going small form factor? Watched any builds?

On PCPartPicker I found this for around the same price since I couldn't find the other one. Maybe it might work a bit better?

Also, I've heard a few people say that building in small form factor cases is pretty annoying, but I'm just afraid of getting anything too big since I'll be starting college soon. I want to be able to take it with me to different places instead of having it sit in one area forever.
