Self build Smart TV help?

Hey, I have a spare micro dell optiplex (i7 6th gen, 16GB ram) lying around and would love to use it as a smart TV. Does anyone know of any linux/other OS I could run on a PC that would mimic a smart TV. I'm open to any suggestions or workarounds anyone might have. 

 

The reason for this is to try and have a faster smart TV experience rather than relying on my slow TV hardware. 

 

I already have a Google android TV donlge but I'm not that impressed by the performance.

Get a keyboard that has a keyboard + trackpad on it. Then install any windows or linux with a browser and done.

 

Theres htpc stuff like kodi for this.

It kind depends on what you're doing. If you are watching content you have copies of, then Windows or any Linux distro should work. If you plan on doing streaming then there are issue. Most streaming services limit resolution and quality when streaming over a browser. This is because PC users are all dirty pirates, at least according to big media. While in some cases you can do 4K and better quality on PC its generally thru MS Edge Browser and you have to stand on one foot and stick you finger in the air towards true north. Basically you have to pass all of these "Requirements" or it doesnt work the way you would want. There is a reason HTPC's kind fell out of style.
