I have a TA790GXB A2+ motherboard and want to overclock the SATA II. Is it possible to overclock the SATA II, if so how can I do it?

It's not possible. SATA II is limited by the people who created the standard and with the bandwidth.

Overclocking the sata controller is not worth it. You will enter a world of stability issues and file corruption no doubt.

if you're thinking your hard drive is slow it probably is but overclocking sata if it were possible wont be any benefit, sata 2 allows transfers of around 366MB/s (theoretically) which is way faster than any hard drive (typically 50mb/s with a few peaks upto 80).

ssd's are far more responsive (snappy) so if you want games and apps to load faster my reccomendation would be a 240gb ssd like the crucial m500, no dont be a cheapskate and get a 120gb.

Current gen SSDs, more so the cheaper ones, don't really gain much after jump from SATA2 to SATA3. And difference between HDD and SSD will still be noticable.
