please help im worried..... i just got my 5090. when looking at hwinfo64 is saw this gpu performance limiter say it was "yes" is my gpu limited? not sure what this is. also do i need to turn on secure boot, the hwinfo64 shows it red out meaning i have it as a option on my mobo but its not on. should i turn it on?

That is pretty normal, at least I think. Is the GPU working as intended? If yes, then this is showing the right reading.

 

First online search of this says, that the card is not doing enough work and is limiting it's performance to save power, etc.

 

It even says "no" on the "minimum" column. Which means it's not doing nothing now, but when the HWINFO was open, the GPU was doing something worth turning these limits off, probably the OCCT test?

At idle, it WILL be put into a hibernation/sleep profile, which is how you get the low idle power draw, and it wakes as soon as it gets a call for work. 

In HWingo64: it'll tell you about voltage, power, or thermal limits, and if it is being limited. Usually cards (Nvidia) are voltage limited before power or thermal. I did a PTM7950 swap on my 3050ti and it went from voltage limited to power limited (75w) because it was able to have greater headroom to boost clocks without cranking voltage. 

 

If it's "power limited" at idle, that means it is in a low power state.

Start a load and clear the monitoring to see if it draws the expected wattage, and check to see if it is power/thermal/voltage limited

Click the drop down button and check if it limited by Thermal, Voltage or Utilization. 
If it Utilization and you're not playing any games then it's normal.

Not sure about this one, is that underload or idle? 
If on idle, can you put it on load and check perf limit again?
